Special Lectures on Regional Environment Studies

環境問題は全球的・広域的・局所的スケールで問題化されるが、その解決にあたっては、国際機関・国家・民間セクターによる 法規・政策・対応アプローチだけでなく、広域・国家・地域社会といった個別の社会・文化システムを分析・理解することが必要となってくる。 本授業では、このような問題意識に基づき、地域研究の観点からアプローチする環境研究の最新成果と方法について講義する。 文化と社会に関わる学際的な地域研究の基本的知識に基づき環境及び環境問題を捉える視座を涵養することを目指す。 ［本授業は3年に一度開講］

Environmental issues occurs on a global, regional, and local scale. In order to identify and solve the problems, both social science and humanities approaches are required. The research targets are the laws, policies, and measurement related to international organizations, national, and private sectors, and the history and culture related to regional, national, and local communities. In this course, based on this awareness, we will give a lecture on the latest results and methods of environmental research that we approach from the perspective of area studies. Based on the basic knowledge of area studies, we aim to cultivate a perspective that properly understand the environment and environmental issues. [This course is opened every three years]

都市環境学特論

Advanced Urban Environment

近年急速に顕在化してきた都市におけるヒートアイランド（都市温暖化）、水・物質循環を含めたアーバンメタボリズムについて、 その形成要因、実態、および未来予測などについて講義する。 このような都市スケールの現象の数値シミュレーション技術についても、モデリングや数値解析法も含め詳述し、 都市大気における熱と流れの循環のメカニズムなどを講述する。

国際環境地理学特論

Advanced Lecture on Environmental Geography

本授業では,地理学の主要な方法論として地域調査および地図制作を取り上げ,地域の特徴を観察し表現する技法についての講義および実習をおこなう。 基礎的な観察方法として,ローカルな地域を実際に, または仮想的に歩いて,さまざまな景観要素を対象に一次データを作成するとともに,それを用いた各種の主題図を作成する。 フィールドワークを通じた地理情報の収集とデータ処理, 地図・情報デザインによる効果的な視覚表現についての技術を習得してもらうことが目標となる。

環境文明論 II

Environment and Civilization II

人間社会と環境の関係を歴史・文化・社会的な観点から理解するための講義を行う。 環境は人間社会の外部であると同時に、個人の感情も関わる内的世界である。 このような観点を踏まえる専門分野の知見をベースに、環境史、多文化共生、経済格差、健康と尊厳、地球環境問題などの諸問題を学ぶ。 取り上げるテーマは年によって異なるので、受講生はシラバスを確認すること。 21 世紀前半期を生きる人々がローカルにも、グローバルにも、価値観を共感できるようにするための基礎的学びを目指す。 関連する学問分野は歴史学・人類学・地理学等であるが、専門が異なる学生の受講を歓迎する。

This course is on the interaction between human societies and environment in terms of historical, cultural and societal perspectives. The environment is an outer of human societies, at the same time, an inner of the one affecting individual emotions. Based on the knowledge of the specialized field on this perspective, students will learn various issues such as environment history, muti-culturalism, economic disparity, health and dignity, and environmental issues. The topics covered vary from year to year, so students should check the syllabus. We aim to provide basic learning that will enable people living in the first half of the 21st century to empathize with values both locally and globally. Related academic fields include history, anthropology, geography, etc., but students with different specialties are welcome to take the course.

巨大災害に対する健康と社会のレジリエンス

Health and Social Resilience for Large-Scale Disasters

災害は、多くの生命が危険に晒され、甚大な健康被害を受ける。 恐怖からの自由、欠乏からの自由、尊厳ある人生を実現するヒューマンセキュリティ（人間の安全保障）にとって大きな脅威である。 その予防と被害の減少が防災であり、2015 年に締結された仙台防災枠組では、「健康」を守ることの大切さが以前の枠組に比較して大きく取り入れられた。 本講座では、マルチハザード、災害におけるこころとからだの健康被害をキーワードに、災害に対する保健・医療・福祉に関する備え、 対応、復旧、復興の現状と問題点を明らかにする。

In disasters, many lives are in danger, and health crises threaten human security, i.e., freedom from fear, freedom from want, and freedom of life with dignity. Disaster Risk Reduction is how to prevent and mitigate the damage caused by disasters. The Sendai Framework for Disaster Risk Reduction 2015-2030 is an ongoing international framework focusing on “health” more than previous frameworks. The multi-hazard approach and physical and mental health damage in disaster are keywords. This course aims to clarify the current situation and gaps in medical and public health preparedness, response, recovery, and reconstruction for disasters.

応用食料経済学

This course will cover food and agriculture issues and explore various aspects of policy design. Following lectures on agriculture and food production in Japan and discussions on related policy issues, we will share current situations and problems in the food and agriculture sectors across the participants' countries.

水環境論特論

Advanced Hydro-Environmental Studies

降水から、蒸発、地下浸透、河川の流出に至る一連の水循環システムについて、その物理過程と確率論手法を論ずる。 物理水文学では、各水文過程について、確率統計水文学では、頻度解析、時系列解析について説明する。 また、水資源や水環境など、人間活動に伴う地球上の水問題に関して、自然科学と社会科学の両面の視点から講義をする。 また、各自が取り組む研究課題について発表会を行い、議論を行う。

This lecture focuses to study hydrology for analyzing the problems by changes in the distribution, circulation, or temperature of the earth's waters, and to provide guidance for the planning and management of watershed environment. Finally, we will have a discussion about human security on watershed environment and water.

国際資源エネルギー戦略論特論

Advanced Energy and Resource Strategies

What should be done in order to attain a sustainable world? To achieve this issue, it is essential that future leaders can grasp the current situation of energy and resources and think about the outlook for the future with a global perspective. In this class students will learn to identify and systematically evaluate the advantages and disadvantages of the development and consumption of energy and resources with emphasis on sustainability. Climate change requires rapid and substantial changes in the energy systems. However, a rapid decarbonization using renewable forms of energy may cause various kinds of environmental and social burden. The student shall become aware that changes in the use of resources and technologies come at a price but how the transition can be facilitated with adequate measures.

持続可能な世界を実現するために何をすべきか？この課題を実現するためには、将来のリーダーがエネルギーや資源の現状を把握し、グローバルな視点で将来の展望を考えることが不可欠である。 この講義では、学生は持続可能性に重点を置いて、エネルギーと資源の開発と消費の長所と短所を特定し、体系的に評価する方法を学ぶ。 気候変動は、エネルギーシステムの急速かつ実質的な変化を必要としている。 しかし、再生可能エネルギーを利用した急速な脱炭素化は、さまざまな環境的・社会的負担を引き起こす可能性がある。 資源とテクノロジーの使用の変更には代償が伴うが、適切な手段で速やかなトランジッションをどのように促進できるかを考える。

防災システム論特論

Advanced Disaster Control System

東日本大震災の教訓を踏まえ、我国における自然災害を中心とした防災対策の経緯と現実・課題を整理し、 個々の災害事象に対応したシステムや防災情報のあり方を講義する。 さらに、実践的な防災システム構築に向けて、災害の規模比較、災害統計、防災マップなどを紹介する。

グローバルガバナンスと安全特論

Advanced Global Governance and Safety

現在のグローバル社会の形成プロセスは、これまで主に歴史的な観点から研究されてきた。 20世紀半ばから展開した近代化理論や植民地化理論はその主な分析理論である。 こうした理論は今日のグローバル社会の研究者の参考書として、いまなお大きな影響を及ぼしつづけている。 この講義では、学生は16世紀から今日に至るまでのグローバル社会を（1）「西洋社会」と「非西洋社会」の異文化交流に着目しつつ、 （2）経済史と法制史を軸として理解することが求められる。 具体的には、学生は文献講読・批評・討論を通してこれらの問題を理解する。 学生は、このテーマに関する事例研究を一つ選択し、最終課題として提出する。 学生には、これらグローバル社会の問題を災害科学・安全学と関連づけて理解することが求められる。

The processes that shaped the current global society have been studied mainly from a historical perspective, with modernization and colonization theories that developed from the mid-20th century being the main analytical theories. These theories continue to exert a significant influence as a reference for scholars of today's global society. In this course, students are expected to understand global society from the 16th century to the present day (1) with a focus on cross-cultural exchanges between ‘Western’ and ‘non-Western’ societies, and (2) with a focus on economic and legal history. Specifically, students will understand these issues through literature reading, critique and discussion. Students will select one case study on this topic and submit it as their final project. Students are expected to understand these global society issues in relation to Resilience and Safety Studies.

This course covers a theoretical basis for analyzing regional problems toward sustainable development. Students will learn basic mathematical programming and statistical analysis through exercises using free software.

変動地球共生学特殊講義I

Advanced Lecture on Sustainability in the Dynamic Earth I

我が国は災害多発国であり常に災害と戦いながら今日の繁栄を築いてきた。 これらの経験から得られた防災に対する取り組みと知見は2015 年に策定された国連防災仙台枠組みとして今や世界標準となった。 一方、大学で行う教育と実際の防災の現場には知識を実用に変換するに多くのギャップが存在する。 このギャップを埋める教育はこれまで殆ど大学では行われておらず、行政や企業の実践、試行錯誤、 on the job training で時間をかけて獲得されるのが通常であり、一定の経験年数が必要となり、極めて非効率であった。 本講座ではこの知識と実用のギャップを埋めるべく、防災のそれぞれの分野において実用方法論を網羅的に教育することにより、 国際場裏で活躍できる防災の専門性の高い人材を輩出し、今後とも防災分野で日本が世界のリーダーシップを維持できることを目指す。

災害科学・安全学発展講義

Disaster and Safety Sciences Doctoral Seminar

Doctoral students are tasked with deepening their knowledge and acquiring practical experiences in disaster and safety sciences through lectures and fieldwork offered by The APRU Summer School.
Tohoku University has played an important research role in the recovery of the Great East Japan Earthquake and Tsunami in 2011, and continues to cooperate with the local government and community. This Summer School intends to share the expertise and knowledge gained through 10+ years of recovery with the world and generations beyond. The Association of Pacific Rim Universities (APRU) is a network of 50 premier research universities from 16 economies around the Pacific Rim. The APRU and IRIDeS jointly initiated the Multi-Hazards (MH) Program in 2013 with the aims of harnessing the collective capabilities of APRU universities for cutting-edge research on disaster risk reduction (DRR) as well as contributing to international policy making processes on DRR. The APRU Summer School is one of the key activities under the MH Program. This summer school is designed to teach from the experience of the recovery efforts by local governments, NGOs, and academic institutions. Lectures include both natural and social science aspects to encourage learning and understanding the diversifying needs and factors of disaster risk reduction (DRR).

本講義では、防災ニーズの高い国や地域において、事前防災投資の意思決定を支援するための実践的な演習を実施する。

Practical exercises will be conducted to support decision-making for pre-disaster investments in countries and regions with high DRR needs.
